I have resized jockstraps. Leg straps are typically easy. Waistbands with the seam in the back are usually easier. If the tag is in the front, the pouch has to be removed to adjust the size or an additional waistband seam has to be put in the back to remove the excess.

I have found that once the straps start to stretch... it's best to just replace them with new elastic. You've already done half the work detaching them from the waistband. My favorite is 3/4 inch straps, but I have also used 1 inch and occasionally 1-1/4 inch. I have also added the third "thong"...
